Dean of Al-Hussain University College Participates in the Launch and Implementation Ceremony of the Electronic Correspondence and Archiving System (HEPIQ)

The Ministry of Higher Education and Scientific Research witnessed, on Monday morning, January 19, 2026, the ceremony for launching and implementing the Electronic Correspondence and Archiving System (HEPIQ) as part of the comprehensive digital governance project. The event was attended by several academic and administrative leaders, including the Dean of Al-Hussain University College, Professor Dr. Saleh Mahdi Ma’arij Al-Qar’awi.

This ceremony came within the framework of the government’s orientation toward digital transformation, administrative development, and enhancing institutional performance efficiency. The Electronic Correspondence and Archiving System aims to manage and organize outgoing and incoming official correspondence within the Ministry and among its departments and formations, ensuring faster processing, accurate document preservation, and easy retrieval at any time.

The program included several segments, such as introductory and explanatory video presentations about the system, a speech by the Minister of Higher Education and Scientific Research, and the honoring of a number of distinguished staff members in appreciation of their efforts in supporting the digital transformation journey.

This step represents a qualitative shift in strengthening the concepts of e-governance and developing administrative work in educational institutions, reflecting the Ministry’s commitment to adopting modern digital systems that contribute to improving performance quality and service delivery.

This initiative aligns with the Ministry’s vision of building an integrated digital work environment based on the highest standards of accuracy, governance, and transparency, in line with modern technological developments and in service of the educational process in Iraq.
